基地位於台東舊火車站前方的舊站特區核心位置。舊台東車站自1922年啟用後,長期作為東部重要的交通門戶與城市活動中心,承載著在地居民共同的生活記憶。2001年鐵路遷站後,原本繁忙的車站前廣場逐漸失去人潮,周邊空間也因此轉為相對沉寂。近年隨著鐵花村、市集活動與周邊文化創意產業的發展,舊站特區逐步重新聚集人流,也讓這片城市核心空間迎來再生契機。整體規劃以「可漫遊的開放地景」為核心概念,重新組織舊站特區的公共空間系統。透過森林市集、鐵道草原及新生廣場等不同主題空間的串聯,形成一個具備多樣活動可能的公共場域。原本線性且較為單一的市集動線被轉化為可環繞遊逛的空間型態,使遊客與市民的行走路徑彼此交織,進而活絡整體區域的公共活動。

此外,基地內保留鐵道紋理並轉化為景觀平台與草地空間,讓原本作為邊界的鐵軌與月台轉變為可停留、休憩及觀演的公共設施。透過地形調整與平台設置,不僅改善高低差問題,也創造出可供活動、表演及市集使用的彈性場地。整體空間同時兼顧微氣候調節與景觀意象,例如設置水景與綠地系統,使廣場在城市活動與自然環境之間取得平衡。

透過本計畫的整體規劃,舊站特區不再只是單一觀光節點,而是逐步轉化為結合文化、市集、休閒與城市活動的公共生活場域,重新建立台東市民與城市空間之間的連結,並形塑屬於台東的城市客廳。

The site is located at the core of the Old Railway Station District in front of the former Taitung Railway Station. Since its opening in 1922, the old Taitung Station served as a major transportation gateway and urban gathering point in eastern Taiwan, carrying shared memories of everyday life for local residents. After railway operations were relocated to the new station in 2001, the once-bustling station plaza gradually lost its crowds, and the surrounding spaces became relatively quiet. In recent years, with the development of Tiehua Village, market activities, and nearby cultural and creative industries, the Old Station District has gradually regained pedestrian activity, creating new opportunities for the regeneration of this important urban space.

The overall planning adopts the concept of a “walkable open landscape” to reorganize the public space system within the Old Station District. By connecting different thematic spaces—including the Forest Market, the Railway Lawn, and Xinsheng Plaza—the plan forms a public environment capable of accommodating diverse activities. The previously linear and relatively single-direction market circulation is transformed into a looped and walkable spatial structure, allowing the movement paths of visitors and local residents to intersect and interact, thereby revitalizing public life throughout the district.

In addition, the existing railway textures within the site are preserved and transformed into landscape platforms and lawn areas. Railway tracks and platforms, which once functioned as physical boundaries, are reinterpreted as public facilities that support resting, gathering, and performances. Through terrain adjustments and the installation of platforms, the design not only resolves level differences across the site but also creates flexible spaces suitable for events, performances, and market activities. The spatial design also addresses microclimate regulation and landscape identity through the introduction of water features and green systems, allowing the plaza to achieve a balance between urban activity and the natural environment.

Through the comprehensive planning of this project, the Old Station District is envisioned to evolve beyond a single tourist destination and gradually transform into a vibrant public living environment that integrates culture, markets, leisure, and urban activities. The project aims to reconnect the citizens of Taitung with their urban space while shaping a shared “urban living room” for the city.
