The urban design strategy puts forward the concept of urban scale "BIG-T UNDERLINE" through the analysis of the urban scale and existing urban functions and activities. This BIG-T is to combine the landscape infrastructure (Landscape Infrastructure) to create the memory of Taipei's past blue belt-Rugong Ditch and combine with the current green belt-Rugong Ditch Green Corridor to combine basic transportation (the citizen's avenue of railway transformation). It also combines the cultural industries around the line with the transformation of the railway industry in the past, and the urban space of urban activities and social networks has become a social infrastructure in the city.

BIG-T also activates the urban lost space under the bridge, creates a connection under the bridge, and becomes a walking environment for students. At the same time, the Civic Avenue in the east-west direction and the Jianguo Elevated in the north-south direction have become a human-oriented environment that connects to the Songshan Line MRT station in the north, and extends to the Bannan Line MRT station in the south, thus connecting the scale of the city. Human-centered network opportunity, and four major action plans "Jianguo Brewery Action Plan", "Bade Market Plan Action Plan and Sunshine Gas Station Action Plan under Jianguo Elevated", "Human-centered Walking Action Plan Under Civic Avenue" and " The action plan for the square under the Civic Avenue" is to stitch together the urban human-oriented environment of Taipei City that is obstructed by traffic.
